ENvironment

In Washington, we know the beauty and value of our natural environment, and we acknowledge the need to protect our environment to create a more sustainable future for our children. We must directly address the disproportionate burden of climate impacts on certain communities, or we risk irreversible harm. Environmental justice is a core value in the 36th Legislative District, and Noel will continue to fight for a clean energy economy, to mitigate harm to the most impacted communities and ensure our air and water is safe for generations to come.

Tackling the Climate crisis

Our communities are being destroyed every day by the impacts of climate change, in the form of increased flooding, wildfires, and drought. Our way of life and very existence is being threatened by inaction. Washington can and must continue to lead on reducing carbon emissions through more sustainable transportation, construction, and consumption. Centering the most impacted communities when developing policies ensures our climate solutions result in real environmental justice.

As our 36th LD State Representative, Noel championed:

  • SB 5722 (2022) – Reducing greenhouse gas pollution from existing buildings (PASSED)

  • HB 1099 (2022) – Improving climate response through comprehensive planning framework

  • HB 1091 (2021) – Clean Fuel Standard (PASSED)

  • SB 5126 (2021) – Climate Commitment Act (PASSED)

  • HB 1050 (2021) – Curbing emissions from hydrofluorocarbons (PASSED)

  • SB 5141 (2021) – HEAL (Healthy Environment for All) Act (PASSED)

Building A Clean Energy Economy

A critical element to tackling the Climate Crisis is a just transition away from fossil fuel industries for the workers who have relied on these jobs to put a roof over their head and food on the table for their families. Creating green jobs through building modern, accessible transportation and infrastructure, and expansion of solar, wind and other alternative fuels is not only the right thing to do to save the planet, it’s the smart thing to do for Washington workers and businesses.

As our 36th LD State Representative, Noel championed:

  • SB 5974, 5975 & 5689 (2022) – Move Ahead Washington & Supplemental Transportation Budget (PASSED)

  • HB 1812 (2022) – Modernizing the energy facility site evaluation council (PASSED)

  • HB 1988 (2022) – Clean technology manufacturing incentives (PASSED)

  • SB 5849 (2022) – Solar manufacturing incentives (PASSED)

  • SB 5116 (2019) – 100% Clean Electricity by 2045 (PASSED)

Clean air & Water

Clean air to breathe and clean water to drink are the foundation for healthy, livable communities. We must keep the Puget Sound and local waterways clean of toxic chemicals, plastics and other waste, and invest in pollution prevention and conservation programs. Washington State has a beautiful ecosystem with a stunning variety of native plant and animal life, and we must improve our water flows to protect our iconic orcas and salmon.

As our 36th LD State Representative, Noel championed:

  • HB 1694 (2022) – Eliminating sources of PFAS (PASSED)

  • SB 5022 (2021) – Reducing unnecessary plastic waste (PASSED)

  • SB 5323 (2020) – Reusable Bag Act (PASSED)

  • HB 1578 (2019) – Reducing threats to orcas by improving oil transportation safety (PASSED)
