Fighting back against Trump
In the face of an increasingly volatile and destructive Trump administration, it is more important than ever that we take every action to protect Washington and fight back. Now is the time for big, bold moves to protect our healthcare access, safeguard our right to abortion, protect our communities from ICE, and fight back against encroachments on our privacy. Noel has always fought hard for our community and always will.
Immigration Status
Washington is facing the same epidemic of out-of-control Immigration and Customs Enforcement (ICE) agents as the rest of the country, along with other tactics used by the federal government to target people because of immigration status. At the behest of Trump’s Department of Homeland Security, these agents are acting unlawfully and facing zero accountability for their actions. The visuals we’re bombarded with of masked agents kidnapping members of our community - indiscriminately shoving people into vans and taking them to undisclosed locations - should never be normalized.
In the Legislature, Noel has championed:
SB 5855 (2026) - Banning law enforcement, including ICE agents, from wearing masks and most other face coverings.
HB 2165 (2026) - Fighting back against the impersonation of law enforcement, which is particularly relevant as ICE agents operate without identifying themselves.
SB 5104 (2025) - Prohibiting employers from using immigration status to threaten or retaliate against workers
SB 5497 (2019) - The Keep Washington Working Act, restricting the activities and interactions of immigration enforcement.
Data Privacy & Surveillance
The Trump administration is demanding access to personally identifiable information, including medical records, identifiable images, and other information as part of their surveillance state– a dangerous stage in the rise of fascism– to quiet dissent and target members of marginalized communities, including our transgender and LGBTQIA neighbors and black and brown communities, particularly those who are immigrants or refugees.
In the Legislature, Noel has championed:
SB 6002 (2026) - Regulating automatic license plate readers (ALPR) to limit their use so law enforcement has what they need to solve crimes, but there are clear protections in place for Washingtonians’ data.
SB 5892 (2026) - Protecting the Washington State Voter Registration database from the federal government,
HB 2105 (2026) - Limits federal access to employment records, and establishes enforcement mechanisms and penalties to ensure that workers’ rights are respected.
Healthcare
The Trump administration is attacking healthcare on all fronts – cutting access to Medicare and Medicaid, reducing and criminalizing reproductive care, and attacking science-based medicine at every turn. No one should go without care because they can’t afford it, they’re worried they’ll be prosecuted for it, or they don’t have access to the care they need in their community.
In the Legislature, Noel has championed:
SB 5917 (2026) – Improves access to abortion medication, mifepristone and misoprostol, used both for terminating pregnancies and managing miscarriages
SB 5768 (2023) – Protecting access to reproductive healthcare by authorizing the Department of Corrections to acquire, sell, deliver, distribute, and dispense abortion medications.
HB 2242 (2026) - Authorizes the Washington Department of Health (DOH) to issue immunization recommendations and guidance, and requires insurance to follow state, rather than federal, guidance.
SB 6182 (2026) - Established a permanent funding source for abortion clinics like Planned Parenthood.
